A common misconception among new SCORM developers is the belief that SCORM dictates how an LMS must behave. It feels intuitive. If every LMS supports SCORM, surely the experience should be identical. But SCORM 1.2 actually controls only a small, well defined portion of the learning flow. The rest is intentionally left to LMS vendors, which explains why two platforms can deliver the same SCO with slightly different behavior.

At its core, SCORM 1.2 focuses on one thing.
The contract between content and the LMS.
That contract includes:
how the SCO finds and communicates with the API
when the session starts and ends
which data fields exist in the model
how values must be formatted and validated
the meaning of core fields like lesson_status, location, and score
Everything inside this contract is predictable. Regardless of LMS brand, the calls to LMSInitialize, LMSGetValue, LMSSetValue, LMSCommit, and LMSFinish behave the same way.
This is what made SCORM portable. A developer could build a course once and expect it to run across hundreds of platforms.
🧩 What SCORM Does Not Control
SCORM leaves much more unregulated than it specifies. It intentionally avoids dictating LMS functionality outside the communication contract.
Some of the things SCORM does not define include:
the user interface of the LMS
how attempts are displayed or counted
how many attempts a learner is allowed
how reports should be structured
how scores should be aggregated across SCOs
how suspend data is interpreted, as long as it is stored and returned
how progress is shown to the learner
how the LMS handles navigation between multiple SCOs
This freedom gave LMS vendors room to innovate. It allowed them to design dashboards, reporting tools, attempt rules, and analytics in ways that suited their product vision.
But it also introduced variation.

Developers often troubleshoot SCORM by looking for API problems when the real issue is an LMS specific rule. Knowing what the LMS is allowed to decide makes it easier to track down the source of unexpected behavior.

Resume fails because the LMS uses location instead of suspend data
Attempts behave differently because the LMS enforces a specific attempt policy
Reports vary because each LMS formats data in its own way
Recognizing which behaviors come from SCORM and which come from the platform leads to more effective debugging and better course design.
🧠Why SCORM’s Boundaries Are a Strength
A rigid standard might have created uniform behavior, but it would have limited innovation. By defining a narrow API and leaving room for interpretation, SCORM allowed LMS providers to build unique features, workflows, and reporting systems.
This flexibility is part of why SCORM adoption grew so quickly. Vendors could support the standard without giving up their identity or product direction.
The tradeoff is variation. The benefit is a thriving ecosystem.
